论陕西经济和文化发展的几个问题

陕西经济在西部大开发的背景下,应当坚持高起点开发重点区域可以率先起飞的战略.高起点开发应将秦川地区作为陕西经济腾飞的战略要地,以带动其他地区的经济发展.同时,还必须把留住人才放在科教优先发展战略重中之重的位置,建立人才管理机制,为人尽其才营造良好的科研氛围.再则,陕西经济的发展,必须要有同步的文化创新.应对传统文化进行必要的梳厘,并为新文化的出现培育增长点,发挥西安等都市的文化辐射功能,提高整个陕西人民的人文修养.惟其如此,方可促使陕西经济在西部大开发中快速、稳步、健康发展.

Problems in the Economic and Cultural Development of Shaanxi Province

In opening up the western region of China,there should be a strategy in Shaanxi Province which centers on the developed areas such as Qin shuan area so as to bring along less developed areas such as the south and north of Shaanxi.Attracting capable personnel plays an important role in the development of science and education.The author suggests that the provincial government set up a high academic degree personnel management center as well as establish a reward and punishment system to protect capable personnel.Advanced culture is the key to developed economy.
