| 摘 要： | 在统筹城乡发展的背景下,结合建设社会主义新农村对土地利用的要求,阐述了重庆市开展编制村级土地利用规划的指导思想、原则、过程及保障措施,同时提出了编制过程中需要注意的问题,为今后的编制工作提供参考,从而促进农村土地的合理利用。
