| 摘 要： | 在清代的统治经验中,制度建设不无重要:如摊丁入亩制度、钦差大臣制度、秘密建储制度等等.奏折制度创立于康熙时期,发展于雍正时期,成型于乾隆时期,是清朝特有的一种文书制度.它的产生适应了清初政局和社会发展的需要,并在长期的演变中形成了某些固定的流程和制度化的规则,对清代政治产生了重要的影响.
