东盟及其与中国关系的新发展背景下的泛北部湾合作

把"泛北部湾合作"放在东盟及其与中国关系的新发展背景下,作一个多维的审视,泛北部湾合作应站在一个新的更高的起点上,要在实现中国和东盟互利共赢的战略指导下推进。在经济合作的基本制度上,遵循中国—东盟自由贸易区建设的原则和制度安排,借鉴GMS合作的一些做法,突出"泛北部湾"的特点、体现泛北部湾区域独特的合作优势,合作的内容可以尽可能广泛,提出能为东盟接受的行动方案或框架性建议。

Pan-Beibu Gulf Regional Cooperation under the Background of New Development of ASEAN and Its Relation with China

This article studies the Pan-Beibu Gulf regional cooperation from angle of the new development of ASEAN and its relation with China, considering that Pan-Beibu Gulf Cooperation should be push forward under the guidance of the Strategy of China-ASEAN common benefit and win-win. It should adhere to the principle and arrangement of CAFTA in commodity Trade. It could learn some experiences of GMS Cooperation, but should pay more attention to the speciality of Pan-Beibu Gulf cooperation and make more efforts in bringing forth new form of mechanism;It should put forward the framework suggestion of Pan-Beibu Gulf cooperation.
