| 摘 要： | 积极发展现代农业,离不开金融这一关键要素的支持与保障.文章依据统计资料,揭示出我国现行农村金融体制运行中存在着农村资金系统性流失巨大、商业性金融逐步淡出、合作性金融规模小实力弱、政策性金融业务面狭窄、民间金融活跃但缺乏规范和保护、财政支农力度不强、"三农"风险保障机制缺失、农村金融担保体系几乎空白等八大问题.提出了以"三农"金融需求为依据、财政资金为扶持、政策性金融为引导、合作性金融为主体、商业性金融为后盾、大金融为视角的改革和创新我国农村金融体制的政策建议.
