我国公务员退出制度的优劣势及其对策研究

公务员退出是公务员管理的重要环节,但是,目前我国公务员退出在实施中存在成本损失和人力资本浪费、利益机制的非正常化及公务员人才安全等问题。虽然近年来由于中央的支持、各地政府的积极探索和吸取国外经验以及专门管理机构的设立和社会就业观念的变化等因素为公务员退出制度的完善提供了有利条件,但是仍然存在一些不利因素,如公务员职业就业理念及官本位思想的存在、政府机关的所有者缺位、公务员退出的配套机制不健全等。因此,应在综合分析完善我国公务员退出制度的优劣势的基础上,强化公务员职业化观念,推广聘任制,建立有效的约束机制和配套制度,以促进公务员退出制度的完善。
