摘    要:南京国民政府1929年颁布的《工厂法》旨在解决劳资冲突,维护社会的稳定.它较多地关注了女工的权益,为女工利用合法手段维护自己的权利以及改善自己的待遇提供了法律上的保障,具有积极的意义.然而,历史和现实的多种因素制约着法规的有效实施,如社会经济的极度贫弱、政治的混乱、性别歧视的根深蒂固,无不是法律施行的现实障碍.女工的各项保护政策实施遭遇现实的重重困境,因而收效甚微.

Abstract:The "Factory Act" promulgated by the Nanjing National Government in 1929 was expected to resolve the conflicts between employers and employees with the aim of maintaining social stability.While the ordinances were indeed successful to a certain extent in protecting the rights of female workers,various historical and practical factors restricted the effectiveness of the regulations.Some of these include extremely poor socio-economic conditions,political chaos,ingrained gender discrimination and inherent defects within the ordinances themselves.As a result,the implementation of the regulations encountered many difficulties and the effects were ultimately insignificant.
