论环境、发展与体制资源的内在联系

China is facing serious resources and environment restriction due to its economy's speedy and extensive increase and heavy industrialization,thus it is necessary to coordinate environment and development.Environment is incontrollable for its complexity and externality,so it is essential of harmonizing relationship between development and environment to change human's concept and adjust human's behavior,and its key is harmonization of relationships between person and person.Good institutions can lead science and technology to sustainable development and decrease social costs and conflicts arising from harmonization,so it is a very important resource for harmonizing development and environment.There are abundant traditional and modern ecological institutional resources in China,so it is a rational choice of promoting harmonization of development and environment to exploit and use this kind of resources.
