构建企业信用信息征集体系研究

在工商局、商业银行、中介组织等单位,存在大量企业信用信息资源,具有分散性、垄断性等特点。企业信用征集面临体制障碍、征信(企业信用信息征集体系,简称征信体系)法律法规缺乏、信用信息产业链断裂等问题,使建立企业信用信息征集体系困难重重。企业征信体系的基本架构应包括:细化征信数据内容、实行联合征信,建立统一的检索平台和公共数据库、整合企业信用信息资源,规范企业信用信息运营、加速信息传输等基本模块。

A Study on the Construction of Social Credit Information Collection System

Organizations such as the Bureau of Business Administration, Commercial Banks and intermediaries have lots of business credit information, which is scattered and monopolized. The construction of credit information collection system is beset with difficulties due to problems such as system barriers, lack of relevant laws and regulations, and severance of the industrial chain of credit information. This paper puts forward the basic framework of credit information collection system, makes a systematic analysis of the functions and sub-systems of business credit information collection system, and the relevant laws and mechanisms, suggests that the content of credit information to be collected be detailed and the process of collection itself unified, and sets up basic modules like unified retrieval platform and public database and integrated business credit information resources, standardized operation of business credit information and acceleration of information transmission.
