农村基层社会治理机制创新研究——基于对福建“新圩经验”的分析

加快农村基层社会治理机制创新是建设和谐社会的迫切需要。福建省华安县新圩村的“新圩经验”表明:以人为本的服务理念是实现农村基层社会治理创新的基础。据此理念，新圩村通过建立利益表达的“输入—反馈”机制，保证利益表达渠道的畅通并防止信息反馈的失真，实现了基层利益表达机制的创新；通过多元利益主体的平等、理性的协商来达成共识，实现了基层社会矛盾化解机制的创新；通过建立“两委主导，多元参与”的决策模式实现了民主决策机制的创新。虽然“新圩经验”的具体制度设计立足于本村现实，但其体现出的农村基层社会治理理念却具备推广价值。  

"Xinyu Experience" and Innovation of Rural-Grassroots Social Governing System

Promoting the innovation of rural-grassroots social governing system is urgent for building a harmonious society. The "Xinyu Experience", which derives from Hua'an County in Fujian Province, shows that the service concept of people oriented is the foundation of realizing the innovation of rural-grassroots social governing system. According to this concept, Xinyu county establishes the "input-feedback" system of interesting expression to ensure the channel smooth and prevent information from distortion, which innovates the interesting expression system; attains consensus by equal and rational deliberation in multi-stakeholders, which innovates the contradiction resolution system; establishes the "Dominated by Village Committee and Village Party Branch, and Multi-stakeholders Participation" decision-making model, which innovates the democratic decision-making system. Although the concrete system of "Xinyu Experience" is based on a specific village, the idea of rural-grassroots social governing possesses popularization value.
