传承与创建--戴季陶考试思想析论

民国时期,我国建立了历史上最为完备的考试法规体系和制度体系,尤以文官考试最具特色.戴季陶作为国民政府考试院院长,执行和发展了孙中山考试思想,是民国文官考试制度的构划者和勉力推行者.戴季陶的考试思想从阐释孙中山的思想出发,具有其独特的见解,比如他冷静分析传统考试遗产,主张"熔中西于一炉",结合现实需要创新考试制度;主张考试权独立,强调五权政治的"连锁关系";强调考试与教育的结合,将教育与仕进之途相联系等.其考试思想对民国考试制度的实施产生了较大影响.

Inheriting & Pioneering

During the Republic of China(1912-1949),the most complete exam legislation system and regulation system in Chinese history have been established,among which the civil-service examination system has the most distinctive characteristics.As President of the Examinations Authority subordinated to the KMT government,Mr.DAI Ji-tao not only inherited and developed Dr.SUN Yat-sen's examination ideas,but also was the pioneer in constructing the civil-service examination system during this period and spared no pains putting it into effect.Procceeding from the elaboration on Dr.SUN's ideas,Mr.DAI Ji-tao's developed his unique points of view:after rationally analyzing the essence of the traditional examination system,he adopting learning from the West and taking the realities into account when establishing our own system;he suggested that the examination power be independent and fulfill its function together with the supervisory power,administrative power,legislative power,and judicial power;he emphasized the combination of examination and education,the link between education and officialdom.In a word,Mr.DAI Ji-tao played an important in implementing the examination system of the Republic of China.
