基于区域城市建设的城乡一体化发展研究

针对我国城乡一体化进程中存在的重城轻乡、城乡差距进一步拉大、城乡分割严重等问题,根据党的十七大提出的"建立以工促农、以城带乡长效机制,形成城乡经济社会一体化新格局"的要求,依据区域经济的理论与方法,系统分析我国城乡一体化进程中存在的问题与挑战,我国应基于区域城市建设,通过产业聚集和产业传导实现城市中心区、近郊区和远郊区优势互补,形成以工促农、城乡互动、协调发展的城乡一体化发展模式,并在引资模式、培养与引进人才、生态建设等方面进行系列制度创新。

Development research on urban and rural integration based on regional city construction

According to the requirements proposed by the Seventeenth Chinese Communist Party Representative Conference to establish long-effect mechanism of industry promotes agriculture,urban area spurs on rural area,and to form a new form of urban and rural economy and social integration,the problems and challenges exit in the urban and rural integration process are systematically analyzed.Based on regional cities construction,urban and rural integration mode to realize advantage supplementary among downtown,fringe area and suburb area,promotion of industry to agriculture, mutual-promotion between urban area and rural area,and coordinate development by industry agglomeration and industry transmission is proposed.Series of system innovation countermeasures are put forward.
