| Abstract: | The behavior sequence of penal procedure is harmonious and steady functioning process and condition. Only by practice of penal action sequence can the lost relationship be restored. The ideal penal procedure sequence should be of the basic characteristics of confirmation of penal part, control of penal action, anticipation of penal action and fine interaction of penal action. |
