| 摘 要： | 海南国际旅游岛的基本内涵就是海南面向全球搞旅游自由化服务贸易活动,主张对外实行"免签证、零关税、放航权"为主要旅游政策法律内容.其目标在于实现"服务零距离、管理零距离、景区零距离、产品零距离",把海南建设成为"旅游开放之岛、欢乐阳光之岛、休闲度假之岛、生态和谐之岛、服务文明之岛".海南旅游业国际化的产业政策法律制度主要涉及以下内容:海南旅游业市场主体准入标准;海南旅游业项目规划及审批的法律问题;制定鼓励海南旅游国际化发展的优惠政策措施;海南旅游业创意创新的法律机制;海南境外游客权益保护及社会服务保障法律制度.
