义务教育财政分权绩效测度的时空演化研究

将义务教育支出的财政分权度作为投入指标，将义务教育均衡的主要指标作为产出指标，以30个省际的数据为基础，采用DEA-M almquist指数测算财政分权促进义务教育均衡发展的绩效状况。结果表明：义务教育财政分权支出绩效总体水平较高，但各地区差异较大且与经济发展水平不一致；空间分异呈现分散性。而基于Malmquist指数的义务教育分权绩效年度间变化显著，空间变异则相对集中。因此，规模效率水平是主要影响因素。要提高财政义务教育支出的绩效，应主要从规模效率入手。

Performance Measurement and Its Temporal-Spatial Changes of Fiscal Decentralization in Compulsory Education

With the degree of fiscal decentralization in education expenditure as input index ,and the main index of the balanced compulsory education as output index ,this paper evaluates the performance of how China＇s fiscal decentralization promotes the balanced development between urban and rural compulsory education ,and compares its temporal-spatial changes based on the data of 30 provinces ,DEA model and Malmquist index .The results show that the overall level of education expenditure performance is relatively high ,but the regional difference is larger ,and not consistent with the economic development ;the spatial differentiation is characteristic of dispersion .Education expenditure performance based on Malmquist index changes significantly ,and spatial variation is relatively concentrated .T herefore ,the level of scale efficien-cy is the main factor that influences the performance of education expenditure .To improve the performance of fiscal expenditure on compulsory education ,we should start from the scale efficiency ,optimize the allo-cation of resources and promote the balanced development of compulsory education .
