| 摘 要： | 运用文献分析法和系统分析法梳理了建国以来村级组织和村级民主的发展历程。分析认为，建国以来的村级组织的建设及其职能演变经历了巩固农村政权时期、合作化运动时期、村民自治建构时期、村民自治普及时期等4个阶段；在不同的历史时期内，国家对村级组织有着不同预期，进而使村级民主建设以及村级组织的职能呈现出不同特征。分析结果表明，村级组织的建立发展以及职能设置，乃至于政府权力对农村社会的干预程度，无不与国家的整体发展计划相适应或由国家需求直接决定，国家权威是构建和维持乡村秩序的主要力量。
