“9·11”恐怖事件与俄美关系的转变

20世纪 90年代中后期 ,俄美两国由于在战略目标上的对立 ,双边关系不断恶化并几乎走向对抗。“9·11”事件之后普京突然改变对美态度并在重大冲突问题上主动让步 ,俄美关系发生转折。因俄罗斯和美国在国际事务中尤其是安全领域有相互合作的需要 ,所以它们会继续推进两国关系发展。然而由于美国不会仅仅满足于俄罗斯支持它的国际主张 ,俄美之间发生冲突的可能性仍将难以排除。

Sept. 11 and the Change in Russian-American Relations

From the time of the creation of the Russian Federation, growing frictions between the US and Russia led, by the spring of 2001 to virtual confrontation. The terrorist attacks of 11 September 2001 seemingly changed the nature of the relationship between the two countries. Putin accepted the U.S. position on virtually all outstanding issues on which the two countries had been divided. So long as the Russian leadership is willing to act as a junior partner to the United States at least in the security arena, the emerging relationship is likely to remain stable. Yet, since the United States does not want to stop at demanding that Russia accept its interpretation of events or its policy orientation, serious conflict between the two countries cannot be ruled out.
