台湾地区招收陆生政策“遇冷”及其成因分析

台湾地区自2011年开始招收大陆学生以来，连续两年出现招生“遇冷”的情况。台湾招收陆生的政策主要存在四个问题：一是立意较低，仅将陆生赴台作为解决岛内高教生源不足之“良药”；二是受制于“绿营”，政策设计“三限六不”；三是缺乏沟通，对陆生意愿估计失当；四是宣传不力，陆生对台湾地区政策了解过少。台湾高教界应该在提高政策立意、加强信息沟通、松绑政策法规几个方面有所改进，以更好地促进海峡两岸的高等教育合作。

The Cold Case of Taiwan Province＇s Policy of Enrollment of Students from Mainland of China and Its Reasons

Since Taiwan, China started enrolling students from mainland, China in 2011, the situation of low enrollment happened in 2011 and 2012. By backtracking the process of the policy＇s formation and imple- mentation, and comparing it with Hong Kong＇s policy of enrolling students from mainland, the paper points out four issues of Taiwan＇s policy of enrolling students from mainland ： First, the conception is of low level, consid- ering enrolling students from mainland as a solution like ＂good medicine＂ to the insufficient enrollment of high- er education in Taiwan, China; Second, subject to the DPP and ＂Three restrictions and six prohibition＂; Third, lacking communication, Taiwan, China has improper estimate of students from mainland, China; Fourth, students from mainland do not know much about policy of Taiwan, which lacks publicity. In order to promote the higher education cooperation between mainland, China and Taiwan, China, the paper suggests that the higher education community in Taiwan, China need to promote policy-making, strengthen information com- munication, and loosen the policy and laws.
