Public Service: Government Duty Evolution & Reform Direction

The Industrial Revolution brought bureaucracy of the government, and the periodical economic crisis led to the great expansion of government power which sharpened the gradation. The information era and the emergence of new economic laws are impelling the passive\|defense theory which restricted The government power out of the new environment. Therefore, the western theory world took a new contemplation on government functions. Thus, a revolution guided by public service spread al over the world, This dissertation made an attempt to trace the origin of this revolution and an analysis the public service function theory to practice.
