| 摘 要： | 21世纪地下空间利用与"两型社会"建设实现了历史性相遇。地下空间利用法有利于保障地下空间利用的权利,促进"两型社会"建设和谐;有利于确保地下空间利用有序、高效且可持续,提升"两型社会"建设水平。我们需要从基本框架、主要内容等方面思考地下空间利用法的建构。
