| 摘 要： | “中亚”除哈萨克斯坦、乌兹别克斯坦、吉尔吉斯斯坦、塔吉克斯坦、土库曼斯坦五国外还包括车臣在内的高加索、伊朗、阿富汗、巴基斯坦和拥有大量穆斯林的印度西北部。这就是新疆向西所面对的所谓的“伊斯兰地区”(D ar-a l-Islam),伊斯兰教向东发展的重要的“延伸地带”。正是由于这种独特的地理和人文环境,中国的西部安全与新疆的稳定和发展,受到“中亚”地缘政治文化的强烈影响,阿富汗因此成为国际政治的焦点,并由此形成了上海合作组织和“上海精神”、美国的“大中亚计划”、中国从传统的“重新疆”到“新疆经验”。

| Abstract: | We hold that Central Asia,besides,Kazakhstan,Uzbekistan,Kyrgyzstan,Tajikistan and Turkmenistan,includes Chechnya,Iran,Afghanistan,Pakistan and northwestern part of India.This is called "Dar-al-Islam" that Xinjiang encounters westwards,and also it is the extending area that Islam develops eastwards.Owing to this unique geographical and cultural surrounding,the security of West China and the stability and development of Xinjiang have been greatly swayed by Central Asian geopolitics and geo-cultures.This paper discusses:(1) CentralAsia: the "heart area" of Halford Mackinder,(2) Afghanistan: geopolitical focus,(3) SCO and "Shanghai Spirit",(4) the "great Central Asia Project" of USA,and(5) China: from Xinjiang emphasis to Xinjiang experience |
