| 摘 要： | 2003年1月1日政府采购法正式实施,标志着政府采购制度进入全面施行时期。从一年多的实施情况看,全国政府采购工作与政府采购法的要求存在较大差距,需要进一步加以改进,将政府采购法的各项规定落到实处。为此,本文从分析政府采购制度的基本理论和其实施的基本现状入手,揭示我国现行政府采购制度存在的问题,并结合我国国情,提出相应的改革方案。

| Abstract: | Government purchase law has come into effect since Jan.1, 2003. The actualization of the law indicates that the government purchase reform in China has come into the track of standardization and legalization. By analyzing the basic theory and present situation of the theory implementation, this paper points out the problems in existence and offers some suggestive measures for the reform. |
