| 摘 要： | 任何公共政策都是在一定的价值判断基础上制定的,它代表着社会基本群体的利益需求。价值取向在公共政策分析过程中具有重要的地位,它通过利益表达诉求机制这样的具体形式,影响着政府公共政策的制定。

| Abstract: | All public policy is established based on the value judgment.It shows some directions of value flow,standing for the interest demands of the basic social groups.The direction of value flow has an im- portant place in the process of public policy analysis.It,through the interests express mechanism,influ- ences the public policy formulation.Therefore,we must select the correct direction of value flow. |
