高校现行助学政策的分析和对策

随着社会经济体制的转型和高等教育改革的深入 ,贫困生的问题日益突出。本文深入分析了“奖、贷、助、补、减”等国家助学政策各自的优势和存在问题 ,提出调整和完善现行助学政策的对策 :取消补助和学费减免政策 ,建立以奖学金为引导 ,助学贷款为主体 ,勤工助学为辅助 ,社会捐助作为补充的助学政策体系。

Analysis of and Countermeasures to the Current Aiding Policy for Students

With the shifts of social and economic systems and the deepened transformation of college education, the problem of aiding college students in need has become increasingly important. After a detailed analysis of both advantages and disadvantages of four aiding policies, this paper attempts to put forward its suggestion: direct financial aid and tuition reduction be cancelled, and a new aiding system be built, focused on scholarship awarding and bank loaning and supplemented by on-campus labor and social denotation.
