WTO规则与国防科技政策法规的完善

WTO规则的实施对我国国防科技工业的各方面产生了重大影响 ,结合我国国防科技工业政策法规的现状 ,对我国相关的法律、法规进行清理、修改与完善 ,可以充分合理地运用 WTO规则中对我们有利的“例外条例”。同时 ,要从国防科技企业管理、资金保障、军工新产品的开发、研制与生产、军工产品的销售、国防科技的人才政策和保密制度等方面着手 ,形成一个完整的国防科技政策法规体系。

WTO Rules and the Completion of Policies and Regulations of Defense Science and Technology

The implementation of WTO rules has exerted a far-reaching influence on China's industry of defense science and technology. Bearing in mind the current situation of the policies and regulations of China's industry of defense science and technology, China is able to take advantage of the favorable "exceptional provisions" among the rules of WTO after a thorough research, revise and completion of its relevant laws and regulations. Meanwhile, a complete system of policies and regulations of defense science and technology is expected to come into being concerning the management of defense business, capital guarantee, the development and sale of the new military products, and the personnel policies and security system of defense science and technology.
