| 摘 要： | 集蓄雨水是我国西部地区人畜饮水和农业灌溉的重要来源,其在技术方面已经逐渐成熟,但是在认识、资金投入、管理等方面仍然存在若干问题,出现这些问题的原因在于相关法律制度的缺失.在西部地区建立集雨合伙企业则可有效地解决这些问题,同时,也是西部农民增收的一个重要的手段.

| Abstract: | Rainwater collection has realized its potential in providing drinking water and irrigation in Northwest China so far as its technological elements are concerned, but people's understanding, investment and management of it are to be improved to a great extent. This defect results from the lack of relevant laws and regulations. The authors suggest that to establish cooperatives will be an effective way to guarantee the wholesome development of the industry. |
