论杨增新统治新疆时期的民族与宗教政策

杨增新统治新疆时期，在民族与宗教政策上，利用娴熟的政治手腕，注重怀柔与牵制并行，笼络少数民族上层人士，对他们分而治之，在尊重少数民族宗教信仰的同时，实行政教分离政策，反对门宦制度及“泛伊斯兰主义”在新疆的传播。通过以上措施，在他统治时期，新疆的社会政治达到了相对稳定的状态。杨增新的民族与宗教政策，虽然有实用主义的特征，但他在复杂多变的政治形态下保持了新疆的统一与稳定，粉碎了外国势力的企图，维护了祖国西北边疆的安全与统一。

On Ethnic and Religious Policy in the Period of Yang Zeng-xin Governing Xinjiang

Due to modem central authority losing, foreign force used the historic status of the complicated relation between ethnology and religion to intensify farther infiltration into Xinjiang, which increasing Xinjiang＇ s social and political unstability. In the period of Yang Zeng-xin governing Xinjiang, on ethnic and religious policy, he used skillful political stratagem, and paid attention to both conciliation and check, won the support of the upper circles of the minority groups by all means, and treating them separately. Meanwhile, when respecting the minority＇ s religion, he implemented the policies of separating church and state, opposed the spread of factional system and Pan-Islamism in Xinjiang. By taking these measures, in his period, Xinjiang＇ s society and politics achieved a relative stable state. Though Yang Zeng-xin＇ s ethnic and religious policy had a characteristic of pragmatism, it maintained Xinjiang＇ s unification and stability under the complicated and changeable political state, frustrated the attempt of foreign force, safeguarded the security and unification of the northwestern frontier of the motherland.
