“环首都经济圈”技术吸收能力影响因素分析

摘    要:"环首都经济圈"建设目标是有效承接首都产业转移和功能分散,接受首都人才、技术、信息等高级要素的溢出。有效承接能力在很大程度上取决于"环首都经济圈"各个地区的技术吸收能力。对"环首都经济圈"的技术吸收能力的影响因素进行实证分析,结果表明:影响程度由大到小的主要因素依次是基础设施、经济发展水平、人力资本和产业条件。提升"环首都经济圈"技术吸收能力的优化方案应以完善基础设施的网络化建设,改善经济发展提供的支撑条件,优化人力资本结构、增加知识存量,实现基于产业承接的产业结构调整为核心。

Abstract:The goal of establishing the Economic Circle around the Capital of China(ECCC) is to undertake effectively the industrial transfer and functional dispersion for the capital,and to accept the overflow of talents,technologies and information from Beijing.To a large extent,the effective undertaking ability depends on the technological absorption capacity of the ECCC.Through an empirical study on the influencing factors for the ECCC’s technological absorption capacity,the result shows the main influencing factors including infrastructure,economic development level,human capital and industry conditions,which ranks from big to small by the influencing degree.To enhance the ECCC’s technological absorption capacity,this paper proposes the optimum scheme which focuses on improving the infrastructure network construction and the supporting conditions provided by economic development,optimizing the structure of human capital,increasing the knowledge stock,and realizing the industrial structural adjustment based on industrial undertaking.
