| 摘 要： | 九十年代初期兴起的治理理论,虽被广泛使用,但其内容表述却莫衷一是.尽管"治理"在理论上存在着概念的混乱与含糊和试图掩饰价值取向,在实践上也存在失败的可能,但治理理论对中国政府改革仍有其借鉴意义.应将治理理论与中国国情相结合,使我国的改革朝着"善治"的方向发展.
