| 摘 要： | 第十一届全国人民代表大会四次会议审议批准了《中华人民共和国国民经济和社会发展第十二个五年规划纲要》，为我国今后五年经济和社会发展指出了比较明确的方向和道路。落实、贯彻和实现《规划纲要》提出的以转变经济发展方式为主线这一新的总方针，有必要从哲学世界观的高度思考转变经济发展方式，全面系统深入地理解和掌握这一新的总方针的精神实质，坚持以民生为出发点和落脚点，坚持转变经济发展方式的总体布局，坚持经济改革与政治改革同步进行，以科学发展观的发展哲学指导转变经济发展方式。
