| 摘 要： | 环境押金制度是解决固体废弃物污染的有效手段，越来越受到关注。结合环境押金制度自身理论与其在国外实施情，从效力、效率、公平和弹性四个方面对环境押金制度的实施效果做了一个较为全面的理论分析，探讨它在备受追捧的背景下，解决固体废弃物污染问题上的真实效果。

| Abstract: | The environmental deposit system,an effective means to deal with solid waste pollution,is an increasing concern.Analyzing the theory and the practice of the environment deposit systems home and abroad,the paper discusses theoretically the implementation effect of the environmental deposit system in such aspects as validity,efficiency,fairness,and flexibility to solve problems of solid waste pollution. |
