| 摘 要： | 政府影响经济增长的机制主要是一个制度问题政府界定产权、实施产权,以提供一种生产性的制度;政府制定生产计划和宏观政策以弥补制度的非生产性;通过国有企业使得制度更有生产性.这样便将政府对经济增长的作用机制融入了制度经济学的分析框架之内.

| Abstract: | It is mostly an institutional issue for the state to influence the economic growth. We can get this idea by the following analysis: first, the polity defines and enforces property rights, which supplies a productive institution; second, the state makes plans and policies, which complements the institutional unproductivity; third, the state sets up SOEs, which brings the institutions to be more productive. |
