In order to run an academic periodical well,it is necessary for us to distinguish between the responsibilities of authors and editors so as to enable them to take the responsibility of their own.Starting from the responsibility that editors and authors should take,this paper explores the main duties of each party.Editors are mainly responsible for such issues as politics and policy,law and regulation,secrecy,academic quality,standard of edition,correct use of words,and fluent expression of language.Authors are responsible for the content and the right of signature.
