天津经济振兴及其启示

天津经济已走出低位徘徊并实现初步振兴。天津经济振兴是实施"三五八十"四大奋斗目标的结果,是坚持开放带动战略,以开放促改革、以开放促发展,强力推行外生性工业化模式的成功。天津经济振兴的启示包括,必须摒弃传统的自上而下的工业化发展模式,走外生性工业化模式为主、内生性工业化模式为辅的工业化发展道路;必须着力推进国有经济布局和结构调整,大力发展非公有制经济和混合所有制经济,重塑经济的微观基础;必须充分发挥市场在资源配置中的基础性作用;必须切实转变政府的经济管理职能,把政府经济管理职能转到主要为市场主体服务和创造良好发展环境上来。

Enlightenment from the Economic Prosperity of Tianjin

The economy of Tianjin has got out of the difficult situation and has achieved initial prosperity. It is the result of hard work to achieve the four goals of 'three-five-eight-ten'. It is the great success of persistence in letting opening take the lead and promote reform and development, and the enforcement of externalism industrialization pattern. The enlightenments from the economic prosperity of Tianjin are: we should do away with the traditional top-down model of industrial development and take the new road of development with externalism industrialization as the major pattern and internalism industrialization as the supplementary pattern; we should vigorously promote the adjustment of the distribution and arrangement of state-owned economy, devote major efforts to developing economy of non-public-ownership and mixed ownership, and remould the microscopic basis of economy; we should bring into full play the fundamental role of market for the allocation of resources; we should earnestly transform the government's function from administering economy to serving the market and creating favorable environment for economic development.
