| Abstract: | A prominent reason why America is the first economic power and the first sci-tech power in the world lies in its socializing mechanism of sci-tech investment, which is also the innate qualification for American's leading rise in new economy. This paper states the content and characteristics of the socializing system arrangement of American sci-tech investment, and its approach to fundamental construction as well. It is hoped that this paper will be helpful to the construction of China' sci-tech competence. |
