我国行政区划改革的四个前提

重大的行政体制改革都会引起剧烈的反应,而这些反应在行政区划调整中显得尤为突出。在行政区划调整中,要认识到在当代中国,行政区划必须实现四个前提,即以政治权力的正和博弈、市场统一、文化融合、社会和谐为前提,才能避免由于行政区划产生的新一轮权力割据、经济封锁、文化疏离、社会不睦等不良后果。
