| 摘 要： | 党的十六大以来惩治和预防腐败体系建设取得了许多成绩,只有不断完善权力监督制度,主要围绕重点领域、重点部门的监督,建立健全科学的权力运行监督机制,改革和完善党和国家领导体制,强化舆论监督的抑制腐败作用等四个方面进行建设,才能最大限度发挥惩治与预防腐败的效力,对腐败行为和腐败现象进行综合治理,标本兼治,达到反腐倡廉的目标。

| Abstract: | Since the 16th CPC National Congress, great achievements have been made in the construction of corruption punish- ment and prevention system. To enable the most effective corruption punishment and prevention, it is urgent to improve the pow- er supervision system, particularly in the key areas and key departments, to establish scientific power supervision mechanism, to reform and perfect the system of party and state leadership, and to strengthen the function of public opinion in the prevention of corruption. |
