| Abstract: | Since the reform and opening - up practices, Chinese citizens studying abroad go upward rapidly in number and they are found almost all over the world. Meanwhile, their security has become an increasingly apparent issue. Therefore, the protec- tion of overseas Chinese students＇ safety and legitimate rights and interests becomes one of the most essential as well as the most important national overseas interests at present. |
