| 摘 要： | 房地产市场之所以出现严重的泡沫,关键在于土地市场的单边垄断,而这又和中央政府及地方政府的利益密切相关,由于中央政府和地方政府在房地产业的利益分配上存在着竞争关系,所以构建房地产业中央政府和地方政府的利益博弈模型是理解房地产泡沫的关键。分析表明,加大对地方政府官僚的惩戒力度及控制中央政府不受约束的税收权力是抑制房地产泡沫的关键。
