| 摘 要： | 建设主体功能区抛弃了传统以GDP至上的发展理念,把保护生态环境摆在更加突出的位置,是推进西部民族贫困地区可持续发展的现实选择。本文立足全国少数民族贫困地区之一的湘西州,以国家关于主体功能区划的理念为指引,把湘西州主体功能区基本构想为限制开发区,在此基础之上,探讨了湘西州的产业发展方向和产业发展政策保障。
