| 摘 要： | 作为收复新疆前敌总指挥的刘锦棠，为了改善新疆人民战后生活条件，为西征军能够自存，对新疆的农业生产进行了恢复和发展。其措施主要包括三方面(1)安置难民，招徕流亡；(2)兴修水利，改善生产条件；(3)清文地亩，改革赋税制度。

| Abstract: | To solve living questions that people faced after war and lift people's living standard and also ensure that the troops of Chinese western expedition could exist in self-reliance, LIU Jin-tang,the command-in-chief of recovering Xinjiang, renewed and developed the farming in Xinjiang area. LIU Jin-tang took up measures in three aspects,ie.soliciting and helping refugees to settle down, starting construction of water conservancy facilities to improve farming conditions, checking up and re-measuring croplands and advancing reform of tax system. |
