| 摘 要： | 在40多年的冷战结束之后,美国的国家利益随着国际格局与环境的巨大变化而发生了相应的变化,美国需要在一段没有"对手和敌人"的历史时期内改造整个国际社会、控制国际格局的未来发展方向和性质,为美国未来可能遇到的威胁或挑战提前做好应对准备.目前正在实施的一种以"哑铃战略"为核心的全面战略调整,是冷战后美国将要长期执行的战略性决策,是对冷战后美国国家利益发生的变化所做的战略性应对.这一战略将持续相当长一段时间,可能要持续到21世纪中叶.

| Abstract: | Since the more-than-40-year cold war was over, the national interests of USA have changed a-long with the great changes of international structures and circumstances. In the period of "no rivals or enemies" USA needs to rebuild the world and shape the future of the international structure and prepare
for its future potential dangers and threats. And now USA is carrying out a new strategy-dumbbell
strategy which is a strategic response to the changes in American national interests. And this strategy will last until the middle of this century. |
