摘    要:形势与政策课时代性、政治性强,是引导青年学生政治价值观发展的重要途径,教学中必须充分注重教育的主体性发挥,注重思想发展过程的迟效性原理。形势与政策课教师队伍质量不高,其课程内容变动不居,学科基础薄弱以及其它制度性保障条件不足成为课程发展的主要问题。必须充分尊重和满足大学生成长过程中的学习需要,采取探索式教学方式,加强专职队伍建设,完善制度保障才能解决该课程的实效性难题。

Abstract:The course of Situation and Policy Education bears great "epochal and political charac- ter". It is an important path to the guide of the value of the youth. Emphasis must be put on the prin- ciple of subjectivity and delayed effect in one's thoughts development. The low quality of the staff, the changing teaching content, the weak base of the discipline and the imperfect supportive institution are the main problems. To solve these problems, the needs of the students in development must be satis- fied, and the teachers should explore teaching method, and the quality of the staff should be en- hanced, and the institutional guarantee should be consummated.
