| 摘 要： | 清朝末年,清政府"自上而下"地实行了大规模的法制改革,它是20世纪中国法律发展史上极其重要的一页。虽然清末法制改革是清政府为了解决当时社会中日益激化的各种矛盾而迫不得已采取的应对措施,但其客观上却促使了中国由传统法制向现代法制的转型,其历史价值不可低估。

| Abstract: | In the late Qing Dynasty,the Qing Government implemented large-scale legal system reform "from top to bottom",which was regarded as an extremely important event during the development of Chinese law system in the 20th century.With the initial expectation of solving various social conflicts that had become increasingly intense then,the reform accelerated the transformation from the traditional legal system to the modern legal system objectively.Its historical value should not be underestimated. |
