关于新农村建设的筹资途径探讨——基于农村信用社与地方政府的博弈分析

农村信用社作为农村金融市场上唯一的“国有银行”，是新农村建设中金融资金供给的主力，但由于受个体理性的支配，离农趋势反而益发严重；地方政府作为新农村建设的主要推动者，在一定程度上影响着信用社支农资金的供给。在深入理论分析的基础上，分别构建了农村信用社和地方政府在非合作和合作状态下的博弈框架，并对几种状态下的纳什均衡进行了分析，结果发现，合作状态下的纳什均衡要优于非合作时的均衡状态，而在三种合作状态下，信用社确定支农资金比例更具有可操作性。即政府对信用社提供补贴、信用社确定支农资金比例的合作形式更有利于解决新农村建设的资金问题。
