Abstract:With the entry china into WTO, the Chinese public functionary system has to strive for its development in a much higher level. Its lack or ineffectiveness of a stimulating mechanism has led to a series of bad effects . Therefore ,it is extremely necessary and urgent to establish and perfect the stimulating mechanism .Based on the changes of the political ,economic and cultural setting on which the Chinese public functionary system depends , it is times to find out defects and establish and improve an effective , stimulating mechanism so as to ensure that our country's public functionary system can achieve sound development and fit in with the need of international competition.
