| 摘 要： | 我国科技创新能力不高的原因在于科技与经济两张皮、创新主体缺位、创新激励机制不完善。为此,必须尽快完善我国包括知识产权在内的科技创新激励机制,形成以企业为主体、以市场为导向的科技创新体制,充分发挥各方面的科技创新的积极性、主动性。

| Abstract: | The reason why the ability of innovating and applying new technology are low in China, is that technology and economy are separated, the right of knowledge is not perfect, and the mechanism of encourage ment is lack. The patent and the system shonld ke perpected to encourage innovating and applying new technique, to establish the mechanism and the system with enterprises as the main body and the market as the direction. |
