| 摘 要： | 随着网络的迅速发展,网络性骚扰是困扰女性网络用户尤其是女性未成年人网络用户的突显性问题。网络性骚扰是对这些网络用户合法的性权益的侵害。网络性骚扰是社会性观念扭曲、家庭学校性教育缺失、网络监管不力、法律规制不健全等多方面原因引起的侵权行为。应从加强正确性观念的宣传、加强对女性未成年人的性教育、加强对网络的监管力度和对网络性骚扰的司法规制等方面,确保实现法律有效保护女性未成年人性权益的目标。

| Abstract: | With the rapid development of the lnternet, online sexual harassment is the prominent problem troubling female netizens, especially underage girls. It violates these Internet users＇ legal sexual rights, as an encroachment behavior resulting from the distorted social sex conception, the lack of sex education from families and schools, weak Internet supervision and imperfect legal regulations, etc. In order to achieve the goal of protecting underage female sexual rights by law, it is essential to strengthen the following aspects： publicity of correct sexual attitudes, sex education for female minors, supervision and judicial regulation against online sexual harassment. |
