论我国公证制度的改革与发展

随着我国加入WTO ,我国公证行业的发展将面临国际化。我国现行的公证运行机制虽已有了 2 0年的发展 ,但已不能适应现代社会的发展 ,第四届公证员代表大会的召开 ,为公证行业的改革与发展吹响了前进的口角。我们应当对公证行业有一个新的定位。在革新公证行业制度建立新的运行机制和管理模式的同时 ,既要保证公证行业的国家性 ,也要体现公证等行业作为自由职业的服务性。在此基础上 ,对公证制度的发展与改革 ,适应市场经济的发展 ,与国际公证行业接轨 ,让公正行业健康有序的发展。

On the Reform and Development of Notary System in China

With China's Entry into WTO,notary in China will have to face the globalization of the whole industry.Though the existing system is about 20 years old,it still cannot adapt itself to the pace of modern society.The fourth notary assembly signals the beginning of reform and development of notary industry.It is time that we redefined notary.During the process of reforming the existing institution and establishing new operating system and managing patterns,attention should be paid to grantee that the notary industry would fun ctrion as a national organ as well as a free and service.In addition to ,the reform and development of the notary system should go hand in hand with the development of market economy as well as international notary ,in order to make it grow in health.
