南京市医用卫生材料招标采购的分析研究

目的：通过医用卫生材料招标采购这几年来的实践情况进行数据分析，客观评价当前医用卫生材料招标采购制度实施的情况、效果、存在的问题及原因，提出解决方案及对策。方法：采用比较分析法，以南京市的招标前后的数据进行对比分析；对专家进行咨询，对招标采购相关人员进行访谈。结果：医用卫生材料使用量增长速度彳艮快．医院总收入增长与医用卫生材料支出相关程度高．医用卫生材料增长速度与高值耗材增长速度相关程度高。2003～2007年南京市医用卫生材料集中招标采购中，部分产品价格有明显下降。结论：医用卫生材料招标采购政策方向是对的，也取得了一些成绩．但招标采购制度有待进一步完善。

Medical hygienic material bidding and purchasing in Nanjing

Objeetive： To evaluate the implementation, effects, problems and causes in present medical hygienic material bidding and purposing system in order to propose a solution. Methods： Comparison and analysis were employed to compare and analyze the data before and after the bidding system was adopted in Nanjing. Expert advice and interviews with relevant personnel also were taken into account. Results： The increasing use of medical hygienic materials was closely related to the fast-growing use of high-quality consumable materials. Part of the materials＇ price was markedly reduced between the year of 2003 and 2007 when carrying out the policy of medical hygienic materials bidding and purchasing in Nanjing. Conclusion： The orientation of policy in medical hygienic material bidding and purchasing is right, but the system remains to be further improved.
